Problem Solvers Caucus Endorses the Dignity Act

Today, the Problem Solvers Caucus announced its endorsement of the Dignity Act (H.R. 4393), bipartisan legislation to permanently secure the border and fix our broken immigration system.

The bill has five key components: (1) permanently securing the border; (2) modernizing our outdated asylum system; (3) providing legal pathways for undocumented immigrants living in America; (4) protecting American workers; and (5) ensuring the United States remains prosperous and competitive in the future. Together, these policies provide a practical, bipartisan path toward a more secure, orderly, and fair immigration system. Crucially, the legislation would not require any taxpayer funding and would reduce the national debt by up to $50 billion.

Key Provisions of the Dignity Act:

Border Security and Interior Enforcement:

Maintains complete operational control of the Southern Border.
Mandates construction of enhanced physical barriers.
Deploys improved technology at the border.
Increases penalties for illegal border crossers.
Enacts strongest penalties possible for child sex traffickers.
Implements nationwide mandatory E-Verify.

Asylum Reform:

Permanently ends catch-and-release.
Builds humanitarian campuses near the southern border to process asylum seekers in federal custody.
Expedites asylum processing with determinations within 60 days.
Increases penalties for asylum fraud.

Legal Pathways:

Creates Dignity Program offering a 7-year temporary legal status for undocumented immigrants that have been here 5 years or more (since before 2021).
Must pass a criminal background check.
Must pay $7,000 in restitution over 7 years.
No federal benefits or entitlements.
No path to citizenship.
Once Completed, can continue to stay and woerk in the United States.

Protecting American Workers:

Creates a new $70 billion fund for training and upskilling American workers.
Offers grants for apprenticeships, on-the-job training, and higher education.
Uses funds paid by immigrants in the Dignity Program.
Supports American industries by addressing labor shortages.
Ensures the agricultural workforce needed to keep grocery stores stocked and food affordable.

Spurring Economic Growth:

Fixes the legal immigration system to help ensure a competitive workforce for the future.
Reduces backlogs for high-skilled employment-based worker visas.
Funds improvements for Ports of Entry to increase legal commerce and expedite cross-border trade.
Pays down U.S. debt by at least $50 billion.

The Dignity Act was introduced by Representatives Maria Salazar (FL-27), Veronica Escobar (TX-16), Hillary Scholten (MI-03), Mike Lawler (NY-17), David Valadao (CA-22), Susie Lee (NV-03), Brian Fitzpatrick (PA-01), Salud Carbajal (CA-24), Gabe Evans (CO-08), Don Bacon (NE-02), Young Kim (CA-40), and 10 others. Additional cosponsors include Representatives Tom Suozzi (NY-03), James Moylan (GU-At Large), Emilia Strong Sykes (OH-13), Jim Costa (CA-21), Nick LaLota (NY-01), Henry Cuellar (TX-28), and Jen Kiggans (VA-02). Problem Solvers Caucus Endorses Bipartisan Bill to Posthumously Award a Congressional Gold Medal to Welles Remy Crowther

Today, the Problem Solvers Caucus announced its endorsement of the Welles Remy Crowther Congressional Gold Medal Act (H.R. 5519), bipartisan legislation to posthumously award a Congressional Gold Medal to Welles Remy Crowther in recognition of his heroism during the September 11, 2001 terrorist attacks.

A native of Upper Nyack, New York, Crowther served as a volunteer firefighter before graduating from Boston College and beginning his career in the South Tower of the World Trade Center. Following the attacks on September 11th, survivors later recounted how a young man wearing a red bandana carried injured victims to safety, directed others toward evacuation routes, and repeatedly returned to help additional people escape.

While Crowther ultimately lost his life when the South Tower collapsed, his heroism that morning helped save as many as 18 lives. In the years since, “The Man in the Red Bandana” has become a lasting symbol of courage, sacrifice, and service.

The Welles Remy Crowther Congressional Gold Medal Act would award Crowther a Congressional Gold Medal, one of the nation’s highest civilian honors, formally recognizing his extraordinary bravery and preserving his legacy for future generations. As the nation continues to reflect on the lives lost and the heroes who emerged on September 11th, honoring stories like Crowther’s helps ensure the courage and unity displayed that day are never forgotten.

Problem Solvers Caucus Endorses Bipartisan Bill to Create National Peer-to-Peer Veteran Support Program

Today, the Problem Solvers Caucus announced its endorsement of the PFC Joseph P. Dwyer Peer Support Program Act (H.R. 438), bipartisan legislation to establish a national peer-to-peer mental health support program for veterans.

Originally launched in Suffolk County, New York, the PFC Joseph P. Dwyer Veteran Peer Support Program connects veterans with post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), and other service-related mental health conditions with veterans experiencing similar challenges. The program has expanded to every county in New York and has proven effective at reducing isolation and improving veterans’ mental health outcomes.

The PFC Joseph P. Dwyer Peer Support Program Act would award grants to state and local entities to replicate this model nationwide. The legislation is designed to complement existing Department of Veterans Affairs services by delivering peer support alongside them.

Problem Solvers Caucus Launches “The Pod Couple”

Problem Solvers Caucus Renews Endorsement of Invest to Protect Act

Today the bipartisan Problem Solvers Caucus announced its endorsement of the Invest to Protect Act (H.R.2711), legislation to provide federal grants to support small and mid-sized police departments. The Problem Solvers Caucus also endorsed this legislation in the 117th and 118th Congresses.

More than 94% of local police departments have fewer than 100 full-time officers. While these departments face many of the same challenges as larger forces, they often don’t have the same resources to compete for qualified officers, provide specialized training, or ensure officers have access to consistent mental health support.

The Invest to Protect Act will close that gap by providing federal grants to departments with fewer than 175 officers. The bill gives local police departments flexibility to spend the money in the areas of greatest need, including recruitment and retention efforts, officer safety and de-escalation training, and tuition assistance for advanced education. By ensuring smaller departments have the tools they need to do their jobs effectively, this legislation will improve public safety in communities across the country.

The Invest to Protect Act is led by Representatives Josh Gottheimer (NJ-05) and John Rutherford (FL-05), and has 44 additional cosponsors, including 24 Members of the Problem Solvers Caucus. The bill was brought forward for Caucus endorsement by Representatives Gottheimer and Mike Lawler (NY-17).

Problem Solvers Caucus Endorses DEFIANCE Act to Allow Victims of Non-Consensual Deepfakes to Sue Perpetrators

Today, the Problem Solvers Caucus announced its endorsement of the DEFIANCE Act (H.R. 3562), legislation to allow victims of non-consensual intimate deepfakes to sue people who create or distribute them. The bill unanimously passed out of the Senate last year and is currently awaiting consideration in the House.

The rapid rise in artificial intelligence and digital editing technologies have made it easier than ever for bad actors to create deepfake pornographic images without a victim’s knowledge or consent. These images are often used to harass or coerce the individuals they depict, more than 95% of whom are women and girls. As AI improves at a rapid pace, it is the government's responsibility to ensure Americans are protected from potential harm.

The DEFIANCE Act establishes a clear federal right for victims of this crime to pursue civil action against individuals who knowingly create or distribute non-consensual explicit images, enabling victims to seek monetary damages and the court-ordered removal of harmful content. The legislation builds on the success of recent bipartisan efforts to address the growing threat of online exploitation. The Problem Solvers Caucus previously endorsed the TAKE IT DOWN Act, signed into law last year, to require tech companies to quickly remove non-consensual intimate content from their platforms.

Problem Solvers Caucus Endorses Bill to Require Annual Fiscal Stress Tests

Today, the Problem Solvers Caucus announced its endorsement of the Fiscal Contingency Preparedness Act (H.R. 4642), bipartisan legislation to require the federal government to assess and report its ability to respond to national emergencies like recessions, energy crises, and national security threats.

With the national debt now exceeding $38 trillion and annual interest payments projected to hit $1 trillion this year — more than current spending on defense or Medicare — the nation’s fiscal trajectory is unsustainable. At our current spending levels, our debt could significantly constrain our ability to respond effectively in times of crisis.

The Fiscal Contingency Preparedness Act legislation directs the Secretary of the Treasury and the Director of the Office of Management and Budget (OMB) to carry out annual “fiscal stress tests.” These assessments would provide lawmakers with critical information about vulnerabilities in our finances, the potential costs of various emergencies, and the trade-offs associated with different policy responses. While no one can predict when the next crisis will occur, this bill would ensure policymakers are not flying blind.

This legislation was introduced by Representatives Ben Cline (VA-06) and Jared Golden (ME-02) and has 12 cosponsors, six of whom are members of the Problem Solvers Caucus. Problem Solvers Caucus Endorses Bill to Support Development of Life-Saving Rare Disease Treatments

Today, the Problem Solvers Caucus announced its endorsement of Cameron's Law (H.R.1414), bipartisan legislation to restore the Orphan Drug Tax Credit to its original 50% rate.

Cameron’s Law is named after 8-year-old Cameron Hyman from Wyckoff, NJ, who is diagnosed with the rare disease Sanfilippo Syndrome. Right now, there are no FDA-approved treatments for his diagnosis, as is this case for more than 90% of rare diseases.

Since it was established in 1983, the Orphan Drug Tax Credit has played a vital role in driving research toward the development of treatments for these uncommon conditions. The tax credit allows companies to deduct a percentage of clinical testing expenses associated with developing therapies for small patient populations. Unfortunately, the credit was cut in half in 2017, significantly weakening incentives for companies to invest in drug development for rare diseases.

Cameron’s Law would solve this problem by restoring the Orphan Drug Tax Credit to its original 50% rate. The legislation will enable America's life sciences leaders to invest more in research and development for cures for orphan diseases, ensuring that Americans like Cameron Hyman are not left behind in the next wave of medical breakthroughs.

Cameron’s Law is led by Representatives Josh Gottheimer (NJ-05), Don Bacon (NE-02), Jimmy Panetta (CA-19), Tom Suozzi (NY-03), Max Miller (OH-07), Brian Fitzpatrick (PA-01), Mike Carey (OH-15), Hank Johnson (GA-04), Don Davis (NC-01), Mike Lawler (NY-17), Henry Cuellar (TX-28), and Brad Schneider (CO-10). Problem Solvers Caucus Endorses Bill to Designate the “Honor and Remember Flag” as a National Symbol

Today, the Problem Solvers Caucus announced its endorsement of the Honor and Remember Flag Recognition Act (H.R.1363), bipartisan legislation to designate the Honor and Remember Flag as a national symbol.

Created by George Lutz after his son was killed while serving in Iraq, the Honor and Remember Flag honors members of the armed forces who were killed in the line of duty. While it has been adopted as an official symbol in 29 states and embraced by Gold Star families across the country, it has never been recognized federally.

The Honor and Remember Flag Recognition Act would formally designate the flag as a national symbol of remembrance. The legislation also directs that the flag be displayed at federal sites — including the Capitol, the White House, and national cemeteries — on Memorial Day, Veterans Day, Independence Day, and other designated holidays.

As we approach our 250th anniversary as a nation, this bill helps reaffirm our commitment to honoring the brave men and women who made the ultimate sacrifice for our freedom.

The Honor and Remember Flag Recognition Act is led by Representatives Don Davis (NC-01), Jen Kiggans (VA-02), and Glenn Thompson (PA-15). The bill was brought forward for Caucus endorsement by Representatives Davis and Kiggans.

Problem Solvers Caucus Endorses Bill to Expand Mental Health Support for Health Care Workers

Today, the Problem Solvers Caucus announced its endorsement of the Dr. Lorna Breen Health Care Provider Protection Reauthorization Act (H.R. 929), bipartisan legislation to reauthorize the first and only federal program to strengthen America’s health care workforce.

Passed in 2022 in memory of Dr. Lorna Breen — an emergency physician who died by suicide during the COVID-19 pandemic — the Dr. Lorna Breen Health Care Provider Protection Act was enacted to relieve the stress and burnout facing health care workers. Since becoming law, the program has expanded access to mental and behavioral health care for more than 250,000 health care workers nationwide.

The Dr. Lorna Breen Health Care Provider Protection Reauthorization Act would extend the program for an additional five years, ensuring health care workers can continue to access this crucial program. Specifically, the legislation renews funding for:

A grant program for health care organizations and professional associations to provide employee education on strategies to reduce burnout, peer-support programming, and mental and behavioral health treatment.
A grant program for health profession schools or other institutions to train health care workers and students in strategies to prevent suicide, burnout, mental health conditions, and substance use disorders.
A national evidence-based education and awareness campaign to provide hospital and health system leaders with evidence-informed solutions to reduce health care worker burnout.

This bipartisan, bicameral legislation was introduced in the House by Representatives Debbie Dingell (MI-06), Jen Kiggans (VA-02), Jennifer McClellan (VA-04), and Marienette Miller-Meeks (IA-01). The bill has 81 cosponsors, 16 of whom are members of the Problem Solvers Caucus. The bill was brought forward for caucus endorsement by Representatives Dingell and Kiggans.
