PSC National Security Working Group Endorses 10 Bipartisan NDAA Amendments
WASHINGTON, D.C. – Today, Representatives Don Bacon (NE-02) and Donald Norcross (NJ-01), co-chairs of the Problem Solvers Caucus National Security Working Group, announced the working group’s endorsement of 10 amendments to the 2026 National Defense Authorization Act (NDAA). These endorsed amendments, led by working group members, will strengthen our national defense, enhance support for military personnel and veterans, and address emerging security threats.

Amendment 81 (Nuclear Ecosystem Drone Defense (NEDD) Act, H.R.2205): Authorizes the Department of Energy (DOE) to develop systems to defend a broad range of nuclear-related assets and facilities against unmanned aircraft system (UAS) (e.g., “drone”) threats.

Amendment 88 (Combat Action Recognition and Evaluation (CARE) for Remotely Piloted Aircraft (RPA) Crews Act, S.2218): Establishes a status identifier for remotely piloted aircraft (RPA) crew who conduct combat operations, increasing their access to mental health services and ensuring they receive proper recognition.

Amendment 105 (Critical Minerals Analysis): Requires a report on the DoD's progress on meeting DFARS Case 2021-D015 (Restriction of Certain Metal Products). This restriction bans the DoD from sourcing magnets from covered entities (e.g., China) over two phases which conclude with a full ban on 1 January 2027. The report will also outline how DPA funds are being leveraged by the department at each phase of the mine to magnet process to meet the DFARS and NDAA mandate.

Amendment 147 (Report on Financial Institutions that Support Terrorist Activity): Requires the Secretary of the Treasury to submit to Congress information regarding financial institutions that have recently provided services benefiting a state sponsor of terrorism, and a report on foreign financial institutions conducting significant transactions for persons sanctioned for international terrorism and human rights violations.

Amendment 302 (CHIP IN for Veterans Act, H.R.217): Expands a pilot program under which the VA may accept donations of property or facilities from certain nonfederal entities (e.g., state authorities or private entities).

Amendment 353 (American-Hellenic-Israeli Eastern Mediterranean Counterterrorism and Maritime Security Partnership Act, H.R.2510): Enhances counterterrorism and maritime security cooperation and training within the “3+1” structure between the United States, Israel, Greece, and the Republic of Cyprus.

Amendment 373 (Report on Instances of Antisemitism): Requires the Secretary of Defense for Personnel and Readiness to submit a report to the Committees on Armed Services of the Senate and House of Representatives on the nature and disposition of the most recent six years of substantiated administrative investigations or instances of antisemitism within the Equal Opportunity Program.

Amendment 584 (Remote Access Security Act, H.R.2683): Closes a loophole in U.S. export control law that has allowed CCP-aligned companies to access restricted American technology through cloud services.

Amendment 590 (U.S. Cadet Nurse Corps Service Recognition Act): Recognizes former Cadet Nurses' service to the country and provides them with honorary veterans status, honorable discharges, a service medal, a burial plaque or grave marker, and other privileges.

Amendment 643 (Enhanced Iran Sanctions Act, H.R.1422): Enacts new secondary sanctions on additional foreign entities that engage in transactions involved in the processing, export, or sale of illicit Iranian oil and natural gas.
