Problem Solvers Launch Working Groups for 119th Congress

February 11, 2025

WASHINGTON, D.C. – Today, the bipartisan Problem Solvers Caucus announced the constitution of seven bipartisan working groups for the 119th Congress. These working groups will develop and advance bipartisan policy solutions to critical issues facing our nation.

"We must come together as Democrats and Republicans to confront the critical challenges facing our nation - especially on the border and immigration, the cost of living and our safety and quality of life. The working groups within the Problem Solvers Caucus will leverage the unique expertise and experience of each member," said Problem Solvers Caucus Co-Chair Tom Suozzi (NY-03). "I am eager to collaborate with my fellow Problem Solvers from both parties to forge common ground and create impactful solutions that truly benefit the American people."

“At a time when partisanship too often stalls progress, the Problem Solvers Caucus is stepping up to do what we were elected to do—deliver real results. Our working groups will bring together the diverse expertise and firsthand knowledge of our members to tackle the biggest challenges facing communities across our nation," said Problem Solvers Caucus Co-Chair Brian Fitzpatrick (PA-01). "We are not here for gridlock or grandstanding—we are here to get things done. The working groups we launched today will be the driving force behind commonsense, results-driven policies that deliver real, meaningful change for the American people.”

Problem Solvers Caucus Working Groups for the 119th Congress:

Budget, Tax, Appropriations, Debt & Deficit

Led by Representatives Ed Case (HI-01) and Chuck Edwards (NC-11)

“America’s finances are in jeopardy and our recent spending habits are unsustainable,” said Congressman Edwards. “As a co-lead of the Budget, Tax, Appropriations, Debt & Deficit working group, I look forward to working with Members on both sides of the aisle to direct the federal government toward a more efficient and responsible use of Americans’ hard-earned tax dollars. It’s time to reverse the trajectory of our nation’s debt and fix how Washington works.”

“Our crippling federal deficit and debt is a silent and accelerating crisis that affects all of us, not only this but especially future generations,” said Congressman Case. “This crisis is all of a fiscal, economic, social and security crisis that we can no longer just deny and explain away. Our working group recognizes that real solutions must consider all of our budget, revenue, spending and debt policies as interrelated parts of the same challenge and ultimately will require bipartisan agreement to forge and implement.”

Immigration & Border Security

Led by Representatives Juan Ciscomani (AZ-06) and Jimmy Panetta (CA-19)

“It’s well past time that Congress demonstrates the political will and policy acumen to fix our chaotic southern border and broken immigration system,” said Congressman Panetta. “To do that, we will need a balanced, bipartisan approach that strengthens border security while also providing commonsense solutions to improve our immigration system. That includes providing law enforcement with the officers, infrastructure, and technology they need, improving our asylum system, and ensuring protections for Dreamers, TPS recipients, and farmworkers who contribute to our communities and economy.  As co-chair of the Problem Solvers Caucus Immigration & Border Security Working Group, alongside Rep. Juan Ciscomani, I’m committed to working to find common ground on real solutions.”

"As a Representative from a district on the U.S.-Mexico border, my number one priority is enhancing border security and protecting communities in my district, and across the country," said Congressman Ciscomani. "At the same time, Congress must show the political resolve required to reform our immigration system, which is slow, difficult, and cumbersome. Achieving this goal will require strong and practical bipartisan solutions to promote security while streamlining the legal immigration system. As co-chair of the Problem Solvers Caucus Immigration and Border Security Working Group, I look forward to working with Rep. Jimmy Panetta (CA-19) to find common ground to implement real solutions."

Mental Health & Substance Abuse

Led by Representatives Brittany Pettersen (CO-07) and Jen Kiggans (VA-02)

“Our country is facing mental health and substance abuse crises that tragically take the lives of hundreds of thousands of Americans each year,” said Congresswoman Kiggans. “Countless Americans are affected by these issues regardless of their gender, race, income, and political party. That’s why I am excited to serve as the co-chair of the Congressional Problems Solvers Caucus’ working group on Mental Health and Substance Abuse. If we are going to end this crisis, Congress needs to work together across the aisle to develop meaningful solutions that will save lives.”

“Like so many Americans, my mom was overprescribed opioids after a back injury that led to a decades-long struggle with addiction until she finally got the help she desperately needed. As a Colorado state legislator, I took my experience fighting to save my mom’s life in a broken behavioral health system to ensure others who are struggling with a substance use disorder or a mental health issue have access to the care they need. Now, I’ve brought that fight to Congress to help people across the country,” said Congresswoman Pettersen. “I’m glad to lead this bipartisan group with Congresswoman Kiggans and look forward to working with members on both sides of the aisle to address this devastating public health crisis.”

National Security

Led by Representatives Don Bacon (NE-02) and Donald Norcross (NJ-01)

“I'm honored to join Representative Don Bacon in leading the Problem Solvers Caucus' National Security Working Group. As a member of the House Armed Services Committee and the NATO Parliamentary Assembly,  I know the importance of working across the aisle with my colleagues on national security matters," said Congressman Norcross. “Together, we will put the interests of the American people first and work to ensure our military and federal law enforcement officers are well-equipped to keep Americans safe."

“As a retired Brigadier General with nearly 30 years of experience in the Air Force specializing in electronic warfare and intelligence, I look forward to collaborating with Rep. Norcross and the Problem Solvers National Security working group members to advance America’s national security interests,” said Congressman Bacon.

Permitting, Energy & Environment

Led by Representatives Scott Peters (CA-50) and Gabe Evans (CO-08)

“I’m honored that my Problem Solvers Caucus colleagues have trusted me to co-lead the working group on Permitting, Energy and Environment. I believe America’s energy future depends on expanding production, improving access, and creating good paying jobs while keeping costs low,” said Congressman Evans. “By working together in a bipartisan fashion, we can advance an all-of-the-above energy strategy to ensure America remains the leader in energy and environmental efforts.”

“To bring down the cost of energy, meet the exploding energy demand from AI, and bring back American manufacturing, we need to build more energy generation and electric transmission than ever before. To do that, we have to reform our environmental laws to make it easier to build the cleaner energy sources of the future,” said Congressman Peters. “I am honored to lead this working group with Congressman Evans and work to find common ground between Democrats and Republicans that will lower energy prices for Americans, advance clean energy, and advance American energy leadership.”

Tariffs, Trade & Strategic Competition

Led by Representatives Young Kim (CA-40) and Emilia Sykes (OH-13)

“My stance has always been that I will work with anyone, anywhere to deliver results for the people of Ohio’s 13th Congressional District. I look forward to another term working alongside the bi-partisan members of the Problem Solvers Caucus in putting people before partisan politics to advocate for the American people,” said Congresswoman Sykes. “As the Chair of the Tariffs, Trade, and Strategic Competition Working Group I plan to advance fair trade policies and ensure the United States continues to dominate economically in order to bring good paying jobs and prosperity to communities in Ohio’s 13th Congressional District and beyond.”

“As we see growing aggression from the Unholy Alliance – the People’s Republic of China, North Korea, Russia, and Iran – the need for strong and smart trade policies is more important than ever to ensure the United States leads on the world stage,” said Congresswoman Kim. “The only way we can overcome America’s challenges is by working together. I look forward to working on the PSC Tariffs, Trade and Strategic Competition Working Group on policies to protect our national security, grow our economy, strengthen relationships with our allies and partners, and maintain a rules-based international order.”

Workforce & Training

Led by Representatives Steven Horsford (NV-04) and James Moylan (GU-AL)

“I am humbled and grateful to be selected to lead the working group on Workforce & Training. I am looking forward to working with Rep. Horsford on improving America’s workforce and ensuring our future leaders are equipped with the education and training they need to compete in the 21st century workplace. By continuing the bipartisan work of PSC, we will advance commonsense legislation that guarantees our workforce can rise to any challenge and come out on top,” said Congressman Moylan.

“I’m proud to lead the Problem Solvers Caucus Workforce and Training Working Group with my co-lead, Rep. Moylan,” said Congressman Horsford. “In divided times and a divided Congress, this caucus and its working groups stand apart in setting bipartisan solutions at the code of our work. I look forward to our work together advancing policies that support working Nevadans and the American people.”
